Liusaka- ndependent Member of Parliament for Lumezi Constituency, Munir Zulu, has been convicted on all three counts of criminal libel by the Lusaka Magistrates’ Court. The charges arose from allegations he made in 2023, claiming that Finance Minister Dr. Situmbeko Musokotwane and Infrastructure Minister Charles Milupi each received $250,000 from Road Development Agency (RDA) Board Chairperson, Mulchand Kuntawala. He also alleged that an additional $150,000 was paid to Minister Milupi.
The court found Zulu’s statements to be false and defamatory, lacking any credible evidence to support his claims. The allegations, which sparked public outcry and prompted investigations, were declared libelous by the court, resulting in a conviction on all counts.
Magistrate Irene Chikatula delivered the verdict and sentenced Zulu to 12 months imprisonment with hard labour, underscoring the gravity of defaming public office holders without substantiated proof.
The conviction may have significant implications on Zulu’s political career and his continued tenure in Parliament. Legal experts suggest that the sentence could potentially trigger constitutional provisions for the disqualification of a sitting Member of Parliament.
At the time of publishing, it remained unclear whether Zulu's legal team would file an appeal.
The conviction comes amid increased scrutiny over the conduct of public officials and those who make allegations in the public domain. It sends a strong signal about the legal boundaries of political speech and the importance of substantiating claims with evidence.
